95 is GT40 pre fuel control cell FCC. If both pumps do not run it could be one of the relays at back of engine. Have you tried jumpering the EEC test connector to make pumps run ?

I chased a similar issue on our 1998 Air Nautique with GT-40. Ours was an imported boat and who knows how long it sat in transport/storage before we got it.
I'd HIGHLY recommend starting at the fuel tank and working downstream from there.
After many trial and error attempts I bit the bullet and pulled out the tank only to find the pickup tube blocked at the end by in the tank. The sender unit had completely rusted and was leaving chunks of rust in the tank. Also, check the anti-siphon valve on the fuel line as it leaves the top of the tank (the checkvalve ball inside can easily get gummed up due to lack of use and will prevent fuel flow to the engine).

Once I thoroughly cleaned the tank and anti-siphon valve + replaced the fuel tank sender unit, it ran like a dream and we've had no issues since.

Hope this helps and your's turns out to be a similar and cheap fix.
You won't regret your choice of boat......All the best

Check the kill switch. Mine had moved the other week and no noise from fuel pump but would turn over. Pulled it off and put it back on and all sorted. May be worth checking!!
Cheers
