I am a big fan of Selley's Rapid Mould Killer. It works a treat (if it is mould)

It may be a bit harsh on the vinyl so after leaving ti on for 2-3min I always wash down with detergent then hit the area with some vinyl protector. I've used it on and off for years and I've not had any trouble with deterioration of the vinyl.

Acetone. Using a white cloth only as the coloured ones run with the acetone. Then immediately rinse with soap and water.
